Job Description:

• Lead and manage the Child Welfare Modernization Project Workstream within an Agile framework, serving as both Scrum Master and Project Manager to ensure the successful delivery of child welfare solutions.

• Coordinate cross-functional teams, facilitate sprints, and drive project execution aligned with child welfare objectives.

POSITION OVERVIEW:

• We are seeking an experienced and dynamic professional to lead the Child Welfare Modernization Project Workstream. This role requires a strong blend of Scrum Master and Project Manager Expertise, ensuring the effective delivery of child welfare solutions within an Agile framework.

• The ideal candidate will coordinate cross-functional teams, drive sprint planning and execution, and oversee project timelines to achieve the objectives of child welfare modernization initiatives.

QUALIFICATIONS:

EDUCATION:

• Bachelor’s degree in Project Management, Computer Science, Business Administration, or a related field. A Master’s degree or certifications in Agile, PMP, or similar is a plus.

EXPERIENCE:

• 8-15 years of experience in project management, with at least 3 years in a Scrum Master role.

• Proven track record in managing Agile projects, preferably in government, public sector, or child welfare environments.

• Experience leading cross-functional teams and delivering complex software or IT projects

SKILLS:

• Strong knowledge of Agile frameworks (Scrum, Kanban) and project management methodologies.

• Excellent leadership, communication, and interpersonal skills.

• Ability to manage multiple priorities and stakeholders in a fast-paced, dynamic environment.

• Proficiency with Agile tools such as Jira, Trello, or similar platforms.

• Analytical and problem-solving abilities with a focus on delivering results.

KEY RESPONSIBILITIES:

PROJECT LEADERSHIP & MANAGEMENT:

• Lead and manage the Child Welfare Modernization Project workstream from initiation through delivery, ensuring alignment with overall project goals.

• Act as the primary point of contact for the project workstream, coordinating communication between stakeholders and cross-functional teams.

• Ensure project objectives are clearly defined, communicated, and met within the agreed timeframes and budget constraints.

SCRUM MASTER RESPONSIBILITIES:

• Facilitate daily stand-ups, sprint planning, reviews, and retrospectives, ensuring Agile practices are followed.

• Help teams to break down complex tasks and requirements into manageable and achievable increments.

• Remove obstacles and impediments that may hinder project progress or team productivity.

• Promote continuous improvement in Agile practices, ensuring the team adheres to Agile principles.

AGILE PROJECT PLANNING & EXECUTION:

• Define and manage project backlogs, epics, and user stories aligned with child welfare modernization goals.

• Coordinate with product owners and stakeholders to prioritize and refine backlog items.

• Ensure that each sprint delivers the intended value and aligns with the broader strategic objectives of the child welfare initiative.

• Monitor progress and adjust project plans as necessary to ensure timely and successful delivery.

CROSS-FUNCTIONAL TEAM COORDINATION:

• Coordinate and manage cross-functional teams including business analysts, developers, QA testers, and subject matter experts.

• Foster collaboration between technical and non-technical teams to ensure the successful delivery of solutions.

• Serve as a bridge between the child welfare program teams and the technical teams, ensuring that business requirements are clearly understood and implemented correctly.

STAKEHOLDER ENGAGEMENT & COMMUNICATION:

• Develop and maintain strong relationships with stakeholders, including government agencies, child welfare professionals, and technology teams.

• Provide regular project updates, including progress reports, risk assessments, and mitigation plans, to stakeholders and leadership.

• Facilitate effective communication and collaboration across all levels of the organization to drive project success.

RISK MANAGEMENT & PROBLEM SOLVING:

• Identify potential risks and issues related to the project workstream and develop mitigation strategies.

• Lead problem-solving efforts to address project challenges, leveraging team expertise and resources to find effective solutions.

• Ensure that risks and issues are escalated appropriately and resolved in a timely manner.

PROJECT REPORTING & METRICS:

• Track and report on key project metrics, including sprint velocity, project timelines, budget, and resource allocation.

• Use data-driven insights to make informed decisions and drive continuous improvement in project execution.

• Ensure accurate and timely documentation of project deliverables, decisions, and outcomes.
